Concernant la protection de la propriété intellectuelle, M. Chen recommande de renforcer l’application des lois, de constituer des équipes spécialisées, d’accroître les sanctions afin de dissuader toute infraction, et de protéger les résultats de l’innovation. Il préconise aussi de développer le système de services en propriété intellectuelle, de soutenir les institutions spécialisées, et d’offrir aux entreprises des services complets (dépôt, évaluation, transfert de brevets), permettant de réduire les coûts de gestion.
